  COMPANY HISTORY

    The 'Sprague Zouave Cadets" first began organizing in late January 1861 in Cleveland, Cuyahoga County, Ohio. The company elected as its first Captain, Mr. Charles A. DeVilliers, who had served with the French Army during the Crimean War and was the Surgeon of Elmer E. Ellsworth's "United States Zouave Cadets" during their tour of the Eastern States from 1859 to 1860. Arriving in February the Captain assumed charge of the efforts to organize the company, and on February 27th, 1861, with thirty (30) members enrolled, they officially adopted their rules and regulations which were published in the 'Cleveland Morning Leader' of March 1st, 1861:

        "Sprague Zouaves. - At a meeting of the Sprague Zouave Cadets, held at their Assembly rooms, Superior Block, on Wednesday, the following rules and resolutions were "unanimously" adopted:

    Rules

        Resolved, That from the date of these resolutions, the following acts shall be and are declared offences against our organization, punishable by expulsion and publication in the Cleveland papers of the offender's name and forfeiture of his uniform and equipment's to the company.

    1st. Entering drinking saloon at any hour of the day or night, except when compelled by imperative business, which cannot be transacted by proxy, in which case a statement of the facts should be made to the commander immediately after occurrence.

    2d. Entering houses of ill-fame under any circumstances or pretext whatever.

    3d. Entering any gambling saloon or gambling for any sum of money or article under any circumstances or pretext.

    4th. Entering any private room attached to any hotel or saloon, for drinking or gambling purposes under any circumstances.

    5th. Playing billiards in any public billiard hall or saloon.

    Playing billiard is interdicted, not because of any objection to the same as an elegant amusement to those who can afford it, but because for young men it is a step towards the other offences named, and the excitement and the associations of the billiard saloon naturally leads to drinking.

    6th. That as it is the first duty of every Cadet to avoid every temptation to break the rules, so it is second, when any infraction of them comes to his knowledge, to report the same to the commander, that he may take such action as will guard against any repetition of the offense.

    7th. Therefore, when it is proved that any Cadet, has been cognizant of any infraction of these rules, and has not communicated the same to the commander, he shall receive the same penalty as the delinquent.

    8th. That as want of occupation and amusement are the chief causes of dissipation, we will at once complete our reading and chess rooms, and add by every means in our power to the attraction of our armory.

    9th. That hereafter in the event of the sickness of one of our number, we will, if circumstance require it, take care of him and afford him all the assistance in our power.

    10th. That each member of the Company provide himself, as soon as possible, with a company badge, as the company may agree, and the name of the corps engraved on one side, which shall be worn conspicuously on the vest, so that the public may know them as cadets, and judge for themselves of the manner in which the foregoing resolutions are observed.

    11th. That in case of one of our number losing his situation, each member of the corps shall be bound to make all reasonable efforts to procure him employment, and, if his necessities require it he shall be, as long as he remains in good standing and out of employment, receive from the company an allowance weekly, sufficient for his subsistence.

    12th. That these resolutions go into effect this day, Feb. 27th, 1861.

        Observations. - In adopting these rules we are aware of the responsibility we assume, and that we run the risk of diminishing to some extent, the strength of our company, but we are convinced that any one of our number who has not the moral courage and self-control to live up to these rules, has not stamina sufficient to do credit to our corps; and, while we will use all reasonable efforts to induce all of our men to remain with us, and others to join, in the hope of extending the benefit of these rules yet, rather than depart in the slightest degree from these rules, we will part with them, although it reduced our company to a dozen men.

    Around this same time another Cleveland Zouave company was organizing, the "Zouave Light Guard," who began having some fun at the expense of the Cadets, and the March 4th edition of the paper contained a parody of the above rules. The humor was one sided and Captain DeVilliers wrote to the papers that: "An organization existing in this city has seen fit to publish articles in several newspapers with the evident purpose of inflicting, if possible, and injury upon the Cleveland Sprague Cadets. Without stopping to consider whether such a procedure be in accordance with true military courtesy and dignity, and without taking further notice of the communication in question, I wish to make a single statement for the benefit of those unacquainted with the facts in the case. The young gentlemen whom I have the honor to command, are connected with the most respectable families of Cleveland, and their undertaking has been commenced and sustained by men of high standing. It is the intention of the Cadets to conform strictly to the rules which they have subscribed, and should any fail so to do, immediate dismissal from the corps will be the penalty. That the system will be beneficial to young men there can be no doubt, and as it has succeeded in Chicago, I have every reason to think it will succeed here."

    Drilling and recruiting throughout the early months of 1861 the company met at its armory on April 17th, 1861, and voted to offer its services to the Governor of Ohio for active service, at that time 30 members signed the roll and subscriptions were taken for the purchasing of uniforms for the company. Two days later the company officially reported for active service, and on April 22nd there were recruited enough men for the company to be mustered into United States service for three months' service, which was done by Captain J.H. Simpson, U.S. Army Corps of Engineers. The three (3) officers and ninety-eight (98) enlisted men who were mustered into service were officially designated as Company B of the 7th Ohio Volunteer Infantry Regiment, under the leadership of Charles A. DeVilliers as Captain, James T. Sterling as First Lieutenant and Thomas T. Sweeney as Second Lieutenant.

    Reporting with the regiment at Camp Dennison in Cincinnati, Ohio, in May 1861, they would remain here engaged in drilling, guard duty and generally learning the soldiers trade. On May 16th Captain DeVilliers resigned his commission with the company, having been elected as the Colonel of the 11th Ohio Volunteer Infantry Regiment, Lieutenant Sterling was promoted to Captain in his place. The company would also lose two (2) other members during its first month of service, Corporal William R. McChesney was discharged on May 1st to accept an appointment in the 2nd Kentucky Volunteer Infantry Regiment and 1st Sergeant Louis G. DeForest was promoted to Regimental Adjutant on May 17th.

    With the realization that the war was to last longer than three months, the question of re-enlisting for three years' service was put to the regiment in June. On June 19th, 1861, twenty-nine (29) members of the company re-enlisted for three years' service, while three (3) other members re-enlisted as members of different companies or regiments. In addition to those who re-enlisted there were added to the rolls the names of seventy-five (75) new recruits and transfers from other companies to fill out the company. The company would serve with the regiment throughout its service, taking part in all of its campaigns, marches and battles.

    On August 22nd, 1861, the sixty-four (64) members of the company who had not re-enlisted for three years' service were mustered out of service at Columbus, Ohio; of these thirty-one (31) are known to have re-entered the service. The remainder of the company would continue its service until June 1864 when orders were received for the men to prepare for the regiment to be mustered out of service, as the date of the expiration of their term of service approached.

    On June 8th, 1864, the six (6) members of the company whose terms were not set to expire were transferred, along with the other members of the regiment whose terms were not up, to the 5th Ohio Volunteer Infantry Regiment to complete their service. The remaining members returned with the regiment to Ohio, where on July 6th, 1864, the thirty0-six (36) officers and men of the company were officially mustered out of United States service at Cleveland, the men returning to their homes, some remaining at home for the last few months of the war, while others soon volunteered again for active service with other companies.

    During the course of the war the company rolls would have entered upon them the names of one-hundred and eighty-seven (187) men. Of these one hundred and one (101) were originally enrolled on April 22nd, 1861, seventy-five (75) were enlisted on June 20th, 1861, and an additional eleven (11) enlisted between September 1861 and November 1863. Of these one hundred (100) men would be mustered out of service with the company on August 23rd, 1861, (64) and July 6th, 1864 (36), while the companies eighty-seven (87) loses consisted of one (1) had resigned (Captain DeVilliers), five (5) were promoted, seventeen (17) were transferred out of the company, four (4) were discharged to re-enlist in other commands, three (3) were discharged to accept commissions as officers, ten (10) were discharged per orders, twenty-eight (28) were discharged due to disability, three (3) died while in service, eleven (11) were killed in action and five (5) are unaccounted for.

  UNIFORM

    The first reference to the uniform of "Sprague Zouave Cadets" was found in the 'Cleveland Morning Leader' of February 23rd, 1861, when it was noted that: "...This Company have adopted the Imperial Zouave costume, turban and all..." The work of raising funds for the uniform and having them made must have taken a few months, as the next reference to the uniform is found in the edition of April 11th regarding an exhibition of the company that will be held later that day, it being reported that: "The uniform of the Company is probably the most showy and elegant in the United States, and this, taken in connection with the dashing tactics adopted, will form a spectacle well worth seeing." A more detailed description was provided in the next das edition (April 12th):

"The Zouaves then made their appearance upon the stage, their brilliant and novel costume eliciting a spontaneous burst of applause from the audience as the curtain rose. This costume is certainly the finest ever displayed in Cleveland, greatly exceeding that of the Chicago Zouaves in richness and completeness of detail. The blue [red] trowsers, red [blue] jackets and buff leggings, form a dashing and elegant dress, to which the imperial turban gives the finishing touch, making the Zouave the very impersonation of the fiery, dare-devil soldier. The officers' dress in which Major DeVilliers appears, is really magnificent."

    With the volunteering of the company for active service, the uniform was most likely short lived, considering the number of original members and the addition of new recruits. A fatigue uniform was probably adopted shortly after being mustered into service, as on June 3rd, 1861, Lieutenant Sweeny sent a letter of thanks to the 'Cleveland Morning Leader,' on behalf of the company: "The undersigned, on behalf of the Sprague Zouave Cadets, Co. B, 7th regiment, now at Camp Dennison, would tender their sincere thanks to the ladies of Cleveland, and Mr. Hall, for their generous thoughtfulness in supplying the company with Havelocks..."

    De Villiers, Charles A.: Enrolled and was mustered into service as Captain of Company B of the 7th Ohio Volunteer Infantry Regiment on April 22nd, 1861, at Cleveland, Ohio, for three months' service; resigned his commission on May 15th, 1861, to accept an appointment. Enrolled and was mustered into service as Colonel of the 11th Ohio Volunteer Infantry Regiment on July 6th, 1861, at Camp Dennison, Ohio, for three years' service; captured in action on July 17th, 1861, at Scarey Creek along the Kanawha River, Virginia; held as a prisoner of war at the Harwood Prison in Richmond, Virginia, to 1861, when he escaped; rejoined the regiment on October 29th, 1861; under arrest from February to April 1862; court-martialed on nine charges on February 26th, 1862, at Charleston, West Virginia; found guilty on six of thirteen specifications, and was dismissed from the service on April 23rd, 1862. Enlisted on June 20th, 1861, for three years' service; mustered into service as a Corporal in Company B on June 25th, 1861, at Cleveland, Ohio; promoted to Sergeant, no date; honorably discharged to accept a commission on November 11th, 1862 (January 7th, 1863). Enrolled and was mustered into service as Second Lieutenant of Company H on November 12th, 1862; promoted to Regimental Adjutant, with the rank of First Lieutenant, on December 1st, 1862; severely wounded in action on November 27th, 1863, at Ringgold, Georgia; died of wounds on November 30th, 1863, at Chattanooga, Tennessee. [Born on September 13th, 1840; died on November 30th, 1863, at Chattanooga, Tennessee; buried at the National Cemetery in Chattanooga, Hamilton County, Tennessee.]

    Fitch, Asa H.: Enlisted and was mustered into service as a Private in Company B of the 7th Ohio Volunteer Infantry Regiment on April 22nd, 1861, at Cleveland, Ohio, for three months' service; mustered out of service on June 19th, 1861, to re-enlist. Enlisted on June 20th, 1861, for three years' service; mustered into service as a Sergeant in Company B of the 7th Ohio Volunteer Infantry Regiment on June 25th, 1861, at Cleveland, Ohio; wounded in action on March 23rd, 1862, at Winchester, Virginia; discharged due to disability on December 19th, 1862. Enrolled on August 21st, 1862, for three years' service; mustered into service as Major of the 115th Ohio Volunteer Infantry Regiment on September 19th, 1862, at Camp Massillon, Ohio; promoted to Lieutenant Colonel on July 20th, 1864; resigned his commission on January 10th, 1865. [Born ca. 1833; applied for, and received, an invalids' pension from April 3rd, 1865; died in 1908.]
